Significance
In the opinion of the survey, this property appears to meet the criteria of the Seattle Landmarks Preservation Ordinance.
The Foster/Bogart House was constructed about 1904. Edward Foster (ca 1853-1903), a piledriver, and wife Ellen arrived in Ballard in 1892. They purchased eight 50 foot lots and built their residence on one of them. About a year after Edward Foster’s February 1903 death, widow Ellen Foster built this inexpensive workers residence. According to the King County Assessment Rolls, the house was completed no later than early 1905. In early summer 1906, Ellen Foster sold the house to electric fixture maker Edwin Bogart (ca 1840-ca 1917). The Ballard streetcar ran one block away on 14th Ave NW making it an easy commute to Bogart’s employer, Miles & Piper, a well established downtown Seattle hardware company. The Bogarts lived in the house about a year before moving one or two blocks away. They owned the house, using it as a rental, until 1917 when Ellen Bogart (b. ca 1845) sold it after the death of her husband. Later occupants. Newlyweds Raymond E. (b. ca 1892) and Jessie M. Garr (also spelled Gore) purchased the house in 1917 and lived there for more than 45 years. Washington native Raymond Garr worked as a laborer for the Seattle Engineering Department. Varient address: Prior to 1907, when the City of Seattle annexed Ballard the address was 220 E Crawford St. The 1979 Seattle Historic Resources Survey described this residence as "Simple and well-maintained frame one story 'company cottage'." The residence appears to meet City of Seattle Landmark criteria due to the age of the structure (over 100 years old) and minimal alterations. Sources: Edward Foster Estate. Appearance
The vernacular Foster/Bogart House was built in about 1904. Sometime between 1905 and 1917 an one story rear addition was constructed. Hip roof with a north elevation recessed porch with turned posts and sawn scroll brackets with a simple railing attached to porch ceiling. Some double hung windows have beveled sash.
