Significance
This large building was designed in 1948-49 by Harmon and Detrich, the same firm that designed the addition to the nearby Labor Temple. World War II increased the number of local workers and numerous unions established offices in Belltown, which was convenient to the waterfront, downtown and industrial areas. Seattle had been known since the early 20th century for the strength of its labor movement. Until 2004 this building was the headquarters for the International Brotherhood of Electrical Workers (IBEW) Local 46. In 2005 it was renovated by the Snell Partnership as a satellite church for the City Church, which projects services from its Kirkland facility to the 500-seat auditorium. The building retains its distinctive form with a central section with two-story Moderne columns flanked by two-story office wings. Windows appear to have been replaced with newer dark aluminum sash.
 
Appearance
The two-story building has a classically-composed Art Moderne façade with a prominent rounded pavilion projecting from the center. Its two-story stucco-clad columns are flanked by two-story expanses of glazing. The wings on each side have ribbon windows with newer sash. The building is of reinforced concrete construction, clad with buff-colored Roman brick. A secondary entry at the south end originally opened into the union's lounge, but it has long been a public restaurant.
