Constructed in 1963, this poured concrete apartment building is located on the southeast corner of W Mercer Street and Fifth Avenue W. The 11-story building stands on a poured concrete foundation is mostly rectangular in plan with two open air stairwells projecting off its east elevation. The stairwells extend up to the roof and are enclosed by pierced concrete block screen walls and railings. A skim coat covers the poured concrete structure. The first level of the building is predominately open parking. Balconies are present on the upper two floors. The building features metal windows.
